Top US nuclear negotiator Christopher Hill has arrived in North Korea in a bid to save a disarmament deal that is threatening to collapse.
Hill's visit comes just days after the North threatened to break away from the disarmament-for-aid package and restart its plutonium reprocessing plant at Yongbyon, which was being dismantled under the deal. Pyongyang is angry that Washington has not removed it from a terrorism blacklist. Hill told reporters in Seoul on Tuesday that the talks with Pyongyang had reached a "very tough" phase.
