Finnish President Tarja Halonen said he expected the incident to provoke a national dialogue on gun ownership. Finnish gun ownership rates are among the highest in the world, but crime rates are generally low. Foreign Minister Alexander Stubb defended his country's gun laws but added they could be open to reform. Tuesday's attack was the second shooting incident at a school in Finland in less than a year.
