Outside the congress venue, activists from the No to Bases group have displayed barbed wire with plush animal figures as a protest against the planned U.S. radar base on Czech soil, which Bursik advocates. The delegates were also "welcomed" by blue arrows with the inscription "Follow Green with Brusik," hinting at the fact that Bursik's policy is giving in to the senior ruling right-wing Civic Democrats (ODS) whose party colour is blue. The congress was opened by playing the Czech and EU anthems. The delegates were welcomed by SZ deputy chairwoman Dzamila Stehlikova, minister in charge of human rights and ethnic minorities. A total of 420 delegates, that is one in six party members, are to attend the congress. The congress will be probably affected by the affair around ODS deputies Jan Morava and Vlastimil Tlusty who reportedly tried to blackmail SZ deputy Olga Zubova. Immediately after his arrival to the congress, Bursik, deputy PM and environment minister, told reporters that Morava should give up his deputy mandate over the affair. PM and ODS chairman Mirek Topolanek told the congress that Tlusty should leave the lower house in connection with the scandal. Journalists are speculating to what extent the scandal will influence the election of SZ head. The congress delegates are to elect a new leadership on Saturday. Today the guests to the congress will deliver speeches and then the delegates will hear reports from the party branches. However, first the delegates must approve the congress agenda, and consequently decide whether they would deal with the proposed changes in the party statutes. Bursik himself has proposed 250 modifications to the statutes, of which those concerning the SZ National Council are crucial. He wants the council not to have its separate leadership but to be headed by the party chairperson. His critics object that the new statutes have not been broadely debated, and this is why the Green South Bohemian branch will propose that this point be deleted from the congress agenda.
