Merkel Vows to Back French EU Presidency ... was willing to take on the role of mediator in any direct peace talks between Syria and Israel. His Syrian counterpart, Bashar al-Assad, said he had sent a list of proposals that would lay the groundwork for direct negotiations. Syria and Israel launched indirect peace talks brokered by Turkey back in May. Israel has temporarily suspended the negotiations. The two countries have technically been at a state of war for the past six decades. The main bone of contention is the Golan Heights, which Israel captured from Syria in the 1967 war. It annexed the strategic plateau in 1981 in a move that was not recognised by the international community.
