Georgia detains 14 Russian troops ... Cheney met with President Mikheil Saakashvili, where he stressed the need for a peaceful solution to the conflict. Cheney is the highest ranking US official to visit Georgia since it tried to retake the breakaway region of South Ossetia by force in early August. In the brief war that ensued, Russian troops and tanks crushed Georgian forces and pushed deep into the ex-Soviet state's territory. The Kremlin says Washington is fuelling tensions in the region by encouraging President Saakashvili. On Wednesday US Secretary of State Condoleezza Rice announced one billion dollars in Georgian reconstruction aid.
