Japan's Kyodo news agency has quoted diplomatic sources in Beijing, who said that the work began on Tuesday. A US government official told Fox News that Pyongyang's motive for going back on its pledge to disable the Yongbyon plant wasn't clear. But observers say it may be a symbolic move meant as a protest against Washington's failure to remove North Korea from its list of states that sponsor terrorism. That's part of a deal reached at six-party talks in which Pyongyang agreed to halt its nuclear programme in exchange for political concessions and financial aid.
