But the foreign ministry said it regretted Europe's move to freeze partnership talks with Moscow. At Monday's emergency summit in Brussels, EU leaders agreed to postpone those talks until Russian troops in Georgia are pulled back fully to pre-conflict positions set out in last month's ceasefire agreement. French President Nicolas Sarkozy, whose country holds the EU presidency, said the crisis started by the brief war between Russia and Georgia would mean that Europe would have to re-examine its relations with Moscow.
