French President Nicholas Sarkozy who chaired the Brussels summit said he would lead an EU delegation to Moscow next week. Partnership talks had been due on September 15. The 27-nation EU, which is dependent on Russian energy supplies, had begun Monday's summit split over how to persuade Russia to complete a withdrawal from Georgia. Russia began its incursion on August 8 after a failed Georgian attempt to retake the breakaway region of South Ossetia. Last week Russia recognised the region. In Tbilisi tens of thousands of Georgians have protested against Russia's stance. Russia has called for an international police mission in buffer zones.
