European Union leaders have gathered in Brussels for an emergency summit on Georgia and Russia's military-backed support for the breakaway regions of South Ossetia and Abkhazia.
Russian President Dmitry Medvedev has already warned that Moscow could retaliate if the EU imposes sanctions. The 27-nation EU, which is dependent on Russian energy supplies, is split over how strong its response should be.
