Just hours before a European Union emergency summit to discuss the crisis between Russia and Georgia, Russia's foreign minister has called for an embargo on arms to Georgia.
In a speech to students in Moscow, Sergei Lavrov said Georgia should be prevented from taking military action ever again, referring to an attack by Georgian forces on its breakaway province South Ossetia last month. Russian forces repelled the offensive and drove far into Georgian territory. EU leaders meanwhile are to meet later in Brussels. They are expected to condemn Moscow's recognition of Georgia's provinces of South Ossetia and Abkhazia but what other action they may take, for example imposing sanctions, remains uncertain.
