The votes were not legally binding. Russian President Dmitry Medvedev will make the final call on diplomatic recognition. Moscow says some of its troops will remain in buffer zones around the separatist territories despite assurances that it would withdraw completely under an EU-mediated peace plan. French President Nicolas Sarkozy has called a special European summit for September 1 to discuss the crisis.
