The Czech government also condemned the Russian military actions in Georgia.
"The continuing Russian military invasion of Georgia that violates international law is unacceptable," Topolanek said.
He said the Czech Republic supports Georgia's sovereignty, independence and territorial integrity, including South Ossetia and Abkhasia.
The cabinet also supported the conclusions of the EU ministerial council that met last week and the plan of French President Nicolas Sarkozy.
The Czech government has called on Russia to withdraw from Georgia, Topolanek said.
