In Brussels an emergency meeting of NATO foreign ministers has begun with calls to Russia to withdraw its troops from Georgia as part of last week's French-brokered peace deal.
German Foreign Minister Frank-Walter Steinmeier said Russia should pull out of what he called "at least the heart of Georgia" to make possible talks on a durable ceasefire. He warned against any break in dialogue with Moscow. British Foreign Secretary David Miliband said Russia must live up to commitments made by its President Dmitry Medvedev.
