Reports coming out of Georgia suggest that Russian troops are not withdrawing into the break-away region of South Ossetia.
This comes despite claims by senior Russian officers, who say that their forces have begun doing so in compliance with a French-brokered cease-fire agreement. The White House has urged Russia to withdraw its troops without delay. Tensions have been growing over Russian plans to deploy a peacekeeping force that Georgian officials fear could turn into an open-ended occupation. The head of the provincial government in South Ossetia has told reporters via telephone that he wants a permanent Russian military presence in the region. He also said he would not accept international observers to monitor the European Union-sponsored peace plan.
