Russian military officials say they have begun pulling back combat forces from the conflict zone with Georgia.
But reports say that Russian troops are still on the ground and are showing no sign of pulling out of Georgia. Tensions are growing over Russia's plans to deploy a peacekeeping force that Georgian officials worry could turn into an open-ended occupation. Meanwhile, the International Red Cross says South Ossetians displaced by Georgia's conflict with Russia have begun returning from the North Ossetian capital of Vladikavkaz. According to the UN refugee agency, the number of displaced people has reached more than 150-thousand.
