The Georgian president said a condition would be an immediate withdrawal of Russian forces from the breakaway province. Meanwhile the head of the provincial government in South Ossetia has called for a permanent Russian military presence in the region. Eduard Kokoiti said that 90 percent of South Ossetia's inhabitants had Russian passports. He rejected the deployment of international observers to monitor the EU-sponsored peace plan.
