Diplomats blamed Eritreans for restricting night patrols, supply routes and diesel fuel; and Ethiopians for refusing to accept an independent commission's ruling to cede a key town to Eritrea. The two countries have feuded over their border since Eritrea gained independence in 1993, after a 30-year guerrilla war. The UN entered under a 2000 peace accord.
