Major stumbling blocks have been who should lead a unity government and how long it should stay in power. Opposition leader Morgan Tsvangirai refused to take part in a presidential runoff poll against President Robert Mugabe who has ruled Zimbabwe for 28 years. Tsvangirai beat Mugabe in the first round elections but failed to achieve an absolute majority to avoid a run-off.
