Major stumbling blocks have been who should lead a unity government and how long it should stay in power. Opposition leader Morgan Tsvangirai refused to take part in a presidential runoff poll against President Robert Mugabe who has ruled Zimbabwe for 28 years after a violent crackdown on MDC supporters. Tsvangirai beat Mugabe in the first round elections but failed to achieve an absolute majority to avoid a run-off.
