Japan 'to lift N Korea sanctions' ... and South Korea are also attending the talks. Rice is expected to press Pak Ui-Chun to prove the North's disarmament efforts are serious. Ministers will discuss details of a mechanism to check claims Pyongyang made in a declaration last month about its weapons-grade plutonium stockpile. Following the declaration, the Bush administration launched the process to remove Pyongyang from its list of state sponsors of terrorism.
