The first-of-its-kind economic policy recommendation to a member state is seen in Brussels as a rebuke to Paris, which is set to take over the rotating presidency of the EU on July 1. The EU's executive, the European Commission, said in a press release that France made "no improvement" in 2007 and is only expected to make "very limited" progress in 2008-09. All 15 eurozone countries committed last year to balancing their books by 2010, but French President Nicolas Sarkozy has acknowledged that France might not be able to do so until 2012.
