Delegates at an international conference in Dublin have agreed the text of a convention to ban cluster bombs.
An Irish foreign ministry spokesperson made the announcement after 10 days of tense debate. The proposed wide-ranging pact would completely end the use, production, transfer and stockpiling of cluster munitions by its signatories. It also provides for the welfare of victims and clearing affected areas. The deadlock in Dublin was broken by British Prime Minister Gordon Brown's announcement in London that his country would withdraw all its cluster bombs from service. Cluster munitions are among the weapons that pose the gravest dangers to civilians.
