They said a strong political will existed to go beyond an agreement made last year in Germany to seriously consider reducing greenhouse gases. The ministers' statement however is not binding. Resistance from the United States and Japan also hindered a measure by some members to establish a goal to slash carbon dioxide emissions by 2020.
