by U.S. troops. According to the Czech Foreign Ministry, the missile defence system in Europe may be used only if the United States, the Czech Republic or other allies are attacked. The United States therefore cannot launch an attack if there is no direct threat. Under the treaty, the planned U.S. radar on Czech soil and the related silo with ten anti-missiles in Poland may not be used in any action that is not in accordance with the Charter of the United Nations, the ministry told CTK. The United States is responsible for the command and control of missile defence operations. The Czech Defence Ministry will choose a Czech commander who will have an office and staff at the base. The U.S. officers will provide the Czech commander with information on missile defence operations and on any possible use of the system in Europe and the United States. The treaty also deals with visits of state officials to the base, including foreign diplomats. If a person from a third country asks the United States to visit the base, the visit needs to be approved by the Czech Republic. The U.S. missile defence shield that is to include the planned radar stationed some 90km southwest of Prague and anti-missiles in Poland is to protect the USA and a large part of Europe against missiles that states like Iran might launch. The main Czech-U.S. treaty on the radar has been completed, while the talks on the other treaty (SOFA) on the conditions of American soldiers' stay at the planned base still continue. The treaty, negotiated by the Czech Foreign Ministry and the U.S. Department of State, needs to be ratified by Czech parliament. However, the Czech government coalition does not hold a majority in the Chamber of Deputies and even some coalition deputies have remained undecided on the base. Both treaties may be signed in June or July, the government says.
